What version of Premiere Elements are you working with and what computer operating systems are involved in the movement of the project from one computer to another?
How did you move the project from one computer to another?
a. Did you archive the project with the Copy option (File Menu/Project Archiver/Copy Option) and then use a USB Flash Drive for the project transfer
b. Something else?

I forgot to ask "Was the same version of Premiere Elements used on both computers?"
Thank you for your help - I do have the same version on each computer, and I hadn't archived it, but just tried with no success - it's still doing the same thing... I tried the archive feature and the copy feature. This is very frustrating - on the computer I was originally working on I couldn't get it to export so I bought a second copy of the program for another computer that has a bigger processor and exports just fine, but on the second computer I'm having this problem.
Any other ideas?

What kind of unwanted footage are you getting at the beginning of the Premiere Elements Timeline in the second computer along with cut off of footage at the end of that Timeline?
Right now you have your Copied Folder on a USB Flash Drive. Plug the USB Flash Drive into computer 1, not 2, open the Copied Folder, right click the project.prel in the Copied Folder, select Open With, followed by the name of your Premiere Elements version. Does the project open as you want it to...no unwanted content at the beginning and no cut offs at the end?
Could you post a screenshot of the Timeline content computer 1 just prior to archiving the project?
Please tell us what version of Premiere Elements is involved. You have not offered that information yet. Also, what is the description of the 2 computer operating systems involved.
I have version 12... I'm doing voice overs onto a movie and on the second computer all of the clips shifted a bit - so I'm getting a second of footage in the beginning and a second cut from the end - just enough to make the audio off. I just tried opening the file on computer 1 from my external hard drive (where I have it saved and transferring between computers) and it plays perfectly. So it seems to be something wrong with computer 2... its running on windows 8 whereas computer 1 is running on windows 7 - do you think that has anything to do with it? Here's a screenshot:

Not sure, but I suspect that problem is in the transfer and not in the 7 vs 8 computer operating system. What happens if you create a project in Premiere Elements computer 2, archive it, and open the Copied Folder's project.prel in computer 1. Any problems with unwanted and cutoffs in computer 1?
Here are some thoughts.
1. You have talked about the unwanted content at the beginning and cut off at the end. Now with your screenshot and your mention of adding narration inserts, I am wondering if you are saying that your narrations are not co-ordinated with the content below each?
2. If there is unwanted movements going on in the project transfer and depending on the nature of the situation,
(a) filling in audio gaps with muted audio in Premiere Elements computer 1 might be a consideration before archiving for the transfer.
(b) you could group the content in Premiere Elements computer 1 before archiving.
(Edit Menu/Select All, followed by Clip Menu/Group for the selected.)
(b) you might use the computer 1 Project Archiver Archive Project Option to get a Trimmed Folder instead of the Copied Folder.
In the case of the Trimmed Folder, you will get the project.prel plus just the media that went to the Timeline (does not include any media in Project Assets that was not brought to the Timeline).
