•Tell us about your computer hardware. How much RAM is installed? How much free space is on your system (C:) drive?

•What are you editing, and does your video have a red line over it BEFORE you do any work?
•Which version of Quicktime do you have installed?
•Have you viewed the tutorial links at http://forums.adobe.com/thread/1275830 page to learn the program?
What is your exact brand/model graphics adapter (ATI or nVidia or ???)
What is your exact graphics adapter driver version?
Have you gone to the vendor web site to check for a newer driver?
For Windows, do NOT rely on Windows Update to have current driver information
-you need to go direct to the vendor web site and check updates for yourself

I'm 17, i'm really not a tech expert. I can't even provide anything you just said in your reply . Like.. do I look like someone who knows what a Ram is? No. I don't know anything about what you said. All I need is one answer about how to get it to open.
The one answer that you seek is based on evaluating the many factors of your situation and ruling them in and out to get you moving forward with your project. The is no one answer for Premiere Elements (any version) not opening. If you are willing to stay with me in an exchange of information clarified on each side as we go, then I think we can help. Typical easy starter questions customized to your particular situation
a. You have Premiere Elements 9. How long have you been using it successfully with no problem opening it, creating projects, etc? Do you work with the 9.0.1 Update version? What computer is it on Windows or Mac....Windows 7, 8, or 8.1 64 bit?
b. If I give you the following instructions to delete a settings file (named Adobe Premiere Elements Prefs), can you do it using the following path?
(assuming Windows 7, 8, or 8.1 64 bit)

and in the 9.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then you delete the whole 9.0 Folder in which the Adobe Premiere Elements Prefs file exists. To do this we must be working with the Folder Option Show Hidden Files, Folders, and Drives active. We can go through the details on that if you do not know how to active that Folder Option.
Please review the above. The important thing is for you to answer the above, especially indicating what you can and cannot do.
