What version of Premiere Elements are you using and on what computer operating system is it running?
In the absence of that information, I will generalize pending you supplying the details.
After you select the Timeline clip, you can go to the Motion Panel expanded where you will find a Rotate feature.
In versions of Premiere Elements earlier than 11, you would go to the Properties Palette to get to the Motion Panel expanded.
In versions 11 and 12, you go to Applied Effects Tab/Applied Effects Palette/Motion Panel expanded.
Alternately, you could right click the file on the Timeline and select either Rotate 90 Left or Rotate 90 Right.
Please review and consider and fill in any missing information so that we can fine tune the reply.
Hopefully this is coming to you the correct way, i am not too sure i have done things correctly. Anyway the advise you gave worked I put the photo in the timeline and then right clicked to get the photo Rotation i was after.
