I have never been there and done this, but you may want to explore the Adobe Licensing Repair Tool.
But, I am wondering if a deactivation within the program, followed by uninstall, ccleaner run through (regular and registry cleaning parts), reinstall with antivirus and firewalls turned Off would be indicated.
Add On Note....if you cannot get in the program to evaluate the Help Menu/Deactivate situation, then just continue to uninstall/ccleaner/reinstall.
Please review and then let us know the outcome. We can plan further troubleshooting strategy if necessary.
If you go to Computer/Manage/Services & Applications/Services/FLEXnet Licensing, is that started or stopped. If stopped, try starting it.

I ran the Adobe Licensing Tool - twice - but no change in status.
I had actually spent an hour in the Adobe "chat" program this morning with a technician who had me change the properties of the Adobe Common Files folder. I had to restart my PC and connect to a different technician who promptly told me that because I didn't have the latest version of Premiere Elements , I wasn't entitled to chat support. Thankfully - the first technician didn't know I wasn't supposed to get help. LOL However, changing the properties to the folder did not eliminate my problem.
I am not able to "deactivate" my program because I can't get to it. I did however uninstall it and reinstall it yesterday...but again - no change in status. The only screen that shows up is the Adobe Licensing screen and when I click "Accept" - it goes away for 3 to 4 seconds and then pops back up.
I don't have a FLEXnet Licensing service running so I can't start or stop it.
I really appreciate your help so far. We both know there is a solution out there somewhere. I'm thinking I'm going to break down and spend the $37 to talk to a tech person and get it solved. I may try reinstalling it one more time.

Have you done a Tools/Error Checking for the Local Disk C?
In your uninstall/reinstall troubleshooting, have you
a. uninstalled using the usual Control Panel route
b. did a ccleaner run through with its regular and registry cleaning parts
c. reinstall with antivirus and firewalls Off.
I have been doing some searches....any chance you have a RAID configuration change in your computer environment?
Can you right clicked the program desktop icon and select Run As Administrator? If so, please do so. Are you still running the program from a User Account with Administrative Privileges?
You might want to take a look at some of my encounters with activating Premiere Elements and see if there is anything in that which applies to your situation.
Is your input that you can get paid technical advice from Adobe Tech? I am not sure if it offers (even for a fee) troubleshooting for earlier versions.
