I paid for a month-to-month Adobe Inspect and the Chrome plugin is still telling me I have to upgrade. I need this to work.

In my case I had to uninstall the Adobe Edge Inspect exe (Windows) from the Control Panel. Uninstalled the Chrome Plugin, and Quit the Creative Cloud Installer.
I then relaunched the CC installer, I then went to the Adobe Inspect download page, clicked on the Download button, THEN installed the Chrome Plugin.
I guess when in doubt, reinstall everything.
