Is your Snowbal mic a USB type or one that you plug into a computer jack?
Typically USB microphones do not work with Premiere Elements (any version). However, some users have
reported some USB microphones that they can get to work with the program. I do no recall that "Snowball mic", if USB
connection. was one of them.
I just made a quick Google search. What I found indicates that Snowball is USB type. Unless a Snowball mic Premiere Elements user comes forward to say otherwise, you will need to find yourself another microphone.
Unless you get there first, I will do a Google search to seek reports of the specific few USB type microphones that have been found to work with Premiere Elements.

There appears to be ASIO4ALL drivers for Mac. Not sure if this approach would be applicable
to resolving your issue and getting Premiere Elements 12 Narration Tool to recognize your Snowball Mic.

Do not give up. Are you working with Snowball or Adobe on this? I am assuming Snowball.
Those USB microphones and Premiere Elements are typically a no win matter. But that mention of the ASIO4ALL driver in the
Snowball web article looked like it might show some hope.
