      Premiere elements won't work on windows 8.1. Says: Please log-in with an admin account. Tried running in admin mode and crashes.

          •What operating system? This should include specific minor version numbers, like "Mac OSX v10.6.8"---not just "Mac"

          •Has this ever worked before?  If so, do you recall any changes you made to Premiere Elements, such as adding Plug-ins, brushes, etc.?  Did you make any changes to your system, such as updating hardware, printers or drivers; or installing/uninstalling any programs?

          •Are you using an account with Administrator Privileges?

          Run as Administrator http://forums.adobe.com/thread/969395 (Encore + "All" Premiere)

          •Have you installed any recent program or OS updates? (If not, you should. They fix a lot of problems.)

          •What kind(s) of image file(s)? When talking about camera raw files, include the model of camera.

          •What were you doing when the problem occurred?

          •What other software are you running?

          •Tell us about your computer hardware. How much RAM is installed?  How much free space is on your system (C:) drive?

          •What are you editing, and does your video have a red line over it BEFORE you do any work?

          •Which version of Quicktime do you have installed?

           

          What is your exact brand/model graphics adapter (ATI or nVidia or ???)

          What is your exact graphics adapter driver version?

          Have you gone to the vendor web site to check for a newer driver?

          For Windows, do NOT rely on Windows Update to have current driver information

          -you need to go direct to the vendor web site and check updates for yourself

          Do you have dual graphics adapters?

          Go to the Windows Control Panel and select Hardware and Sound and then select Device Manager... In Device manager you click the + sign to the left of Display Adapters... and see if 2 are listed

            Windows 8.1.

            Worked in windows 8. No plug-ins added, etc.


            •Are you using an account with Administrator Privileges?

            Yes

            Crashes after loading


            •Have you installed any recent program or OS updates? (If not, you should. They fix a lot of problems.)

            All up to date

            None

             

            •Tell us about your computer hardware. How much RAM is installed?  How much free space is on your system (C:) drive?

            4gb ram. 30gb free space on internal SSD drive.

             

            •Which version of Quicktime do you have installed?

            Latest

             

            What is your exact brand/model graphics adapter (ATI or nVidia or ???)

            Radeon HD 3400

             

            What is your exact graphics adapter driver version?

            8.970.100.0

             

            Have you gone to the vendor web site to check for a newer driver?

            Yes

             

            P.S. Premiere Pro works on my system

              Right-click the shortcut and select 'Run As Administrator'. Does that work?

              Do you mean you used an account with Administrator privileges or did you log in as the actual 'Administrator'?

              Did the crash produce an error message?

              Is there any indication in the Event Viewer concerning the crash?

                I think that you have already answered the following questions more than once, but I will repeat them one more time before I take another troubleshooting direction.

                 

                (1) In Windows 8.1 64 bit, are you confirming that you went to Control Panel/User Accounts and found the User Account that you are using and it displayed a thumbnail with your User Name underneath which was the word Administrator?

                (2) In Windows 8.1 64 bit, are you confirming that you have applied Run As Administrator to the desktop icon of Premiere Elements 12 and or one or both of its .exe files or the installation setup.exe file?

                (3) At any time did you attempt to create a new User Account with Administrative Privileges and work from that?

                 

                Assuming that the answers to the above are all Yes, then I would like to ask the following:

                 

                (1) Have you installed Premiere Elements 12 to the default location?

                (2) Is the SSD drive your C drive and is 30 GB the only free hard drive space that you have on that computer?

                (3) And, is Premiere Elements 12 installed on the SSD C drive?

                  (2) Is the SSD drive your C drive and is 30 GB the only free hard drive space that you have on that computer?

                  Yes. OS and programs are installed on SSD. All other data on 2 external 1tb drives

                   

                  (3) And, is Premiere Elements 12 installed on the SSD C drive?

                  Yes

                    Unless you find some information in the Computer/Manage/Event Viewer/Windows Logs/Application that points to an explanation of this "Log-in with admin account" message, I am suggesting the following.
