reset your preferences/settings by holding down shift-ctrl-alt (win) or shift-cmd-alt (mac) when starting ps. you'll see a confirmation dialog if done correctly.
if that fails, try uninstalling, cleaning and reinstalling per, Use the CC Cleaner Tool to solve installation problems | CC, CS3-CS6

otherwise, start shutting down running processes (using activity monitor for mac, task manager for win) and make sure you have no antivirus/antimalware running.
impossible to find the .log files., no anti virus running.

no, pse won't conflict with ps.
you have to use trial and error to find the conflicting process (assuming installation was error-free).
so Photoshop never opened on my computer.
