•What version of Premiere Elements? Include the minor version number (e.g., Premiere Elements 12 with the 12.0.1 update).

•Have you installed any recent program or OS updates? (If not, you should. They fix a lot of problems.)
•What kind(s) of image file(s)? When talking about camera raw files, include the model of camera.

•What other software are you running?
•Tell us about your computer hardware. How much RAM is installed? How much free space is on your system (C:) drive?
And some other questions...
•What are you editing, and does your video have a red line over it BEFORE you do any work?
•Which version of Quicktime do you have installed?
What is your exact brand/model graphics adapter (ATI or nVidia or ???)
What is your exact graphics adapter driver version?
Have you gone to the vendor web site to check for a newer driver?
For Windows, do NOT rely on Windows Update to have current driver information
-you need to go direct to the vendor web site and check updates for yourself

What computer operating system are you running Premiere Elements 9 on? Are you running as the 9.0.1 Update?
And, where is Bridge coming from? Premiere Elements 9 comes with the Elements Organizer as far as I have ever seen. (I am strictly an Elements Windows user.) Are you on a Mac computer operating system? Or is this Bridge associated with some version of Photoshop Elements or Photoshop installed on the same computer with Premiere Elements 9.0/9.0.1?
Check the problem with and without the antivirus program disabled?
What is your video card/graphics card and is its driver up to date according to the web site of the manufacturer of the card? If the card is up to date, then delete the BadDrivers.txt file. We can discuss where to find that depending on the computer operating system information that you supply.
If that fails, then I suggest a deactivation of the program within any project that you can open (Help Menu/Deactivate)
Uninstall, the routine Control Panel route
ccleaner run through (there is a Windows as well as a Mac version)
Reinstall with antivirus and firewalls turned Off....
Please let us know the outcome.
I did the uninstall and reinstall and deactivation/no virus no firewall no joy still the same does not go through the welcome /new project screen
Run it again off a old .prel file via windows explorer no problem so I will do that in future.
Before you resign yourself to the workaround, you may want to look at the following if you have not already
1. Delete the Adobe Premiere Elements Prefs file and/or the whole 9.0 Folder in which it exists. For now I will assume
that you are working with 9.0/9.0.1 on Windows 7, 8, or 8.1 64 bit.
Local Disk C
and in the 9.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then delete the whole
9.0 Folder in which the Adobe Premiere Elements Prefs file exists. Make sure that you are working with Folder Option
Show Hidden Files, Folders, and Drives active so that you can see the complete path cited. This consideration has been known to work even after an unintall/reinstall does not. Knowing your computer operating system would avoid the assumptions and help us to give you information known to be specific to your computer environment.
