    Editing video clips in milliseconds


      I work in a psychology research lab and need to create a video for a study I'm running. This project involves splitting the audio and video of a clip and offsetting the audio clip from the video at intervals of 50ms (0, 50, 100, 150 etc). However, to my knowledge adobe premier only edits clips in 30fps (33ms/frame) which doesn't give me the precision I need. Is there anyway to separate the audio and video using precise millisecond measurements?
