My laptop (WinXP; I know, I can't afford over $2K just to update all my software for Windows 7) does the same thing; I've followed all the instructions I could find about uninstalling, doing fresh full install, but this problem persists. FP will install just fine in Firefox, but refuses to register during installation on IE.
Worse, now NONE of my programs that use Flash will work; NO FLV players will function, Macromedia Flash won't do any Flash functions, etc...
So the brilliant advice above about using another browser won't cut it...Flash now won't function at all on my machine.

I feel the same way about the first brilliant answer, but did not want to say anything. I too have other software that depend on IE having Flash Player installed on it and won't function without it. One particular software is YoWindow, an interesting weather program that uses FP .. and every time you try to open it, it says install FP in IE. and will not open otherwise.
What I can't understand is, why only the last several versions refuse to install, and I had no issues with the prior versions of FP in IE. I always let it do it's update thing, and if I'd had known that one of them would make it totally non-operational, I would have left the previous version and still usable.
The worst thing is, it seems this problem has been plaguing people as far back as 2008, and no one really has a solution for it in 4 years. That is really disgusting !!

My problems started when IE tried to update to FP 14.
I did get my issue fixed; I used the Flash Player Uninstaller (found here: http://download.macromedia.com/get/flashplayer/current/support/uninstall_flash_player.exe), then restarted my computer.
I went to the Flash Player Archives page (http://helpx.adobe.com/flash-player/kb/archived-flash-player-versions.html), and downloaded the ZIP file under "Release and Content Debugger archives" of the last known good-working version (for me it was 188.8.131.52, released 5/13/2014).
This ZIP file contains 2 different versions for IE, Firefox, and Mac; one folder contains the normal versions, which didn't work for me....I kept getting the same error messages and had to keep using the Uninstaller, then restart computer, etc...
BUT, in the "Debug" folder, with the debug versions of FP, I first installed the IE version (typically named "flash_player_ax_debug.exe" or something similar with the ax designator), this installed just fine and now everything works again! I then updated Firefox with the other debug version, and everything works fine again.
I don't know if this will work for any other problems, but it worked great for me after having similar issues as the OP. Hope this helps
With the Flash Player debugger installed you will get many script errors on many sites. Using the debug player instead of the standard player is not really a solution.
Most people got over the "failed to register" error when using the MSI installer; I don't know why this did not work for you.
Have you tried the MSI installer: http://download.macromedia.com/get/flashplayer/current/licensing/win/install_flash_player_ 14_active_x.msi ?
Pat, I don't know where you got that link or file, but I downloaded it, installed it .. and it worked PERFECTLY !!! IE now has the latest FP .. and it went flawlessly. I hope the next update won't have the same issue. Would be nice if you could tell us where you found that MSI file on the Adobe site?
