Moodle is free and there are one-click installations.
If all you want to do is record those few things then I'm sure it would be too difficult to trigger and store that information in a DB. We have done many courses (in SCORM) where we do not use Captivate to make any SCORM calls and publish the Captivate files normally with no Quiz settings or SCORM.

I'd agree Moodle may be the quickest option to try. You can also record results without an LMS - i.e. to Acrobat.com, or a custom tracking PHP/DB setup (which is probably more what you're trying to do), or even to Google Docs...

The biggest issue may be, how do YOU (or whomever cares) find out about those completions? How do you run reports?
LMS products make that pretty easy (usually). Custom tracking can make it more complicated and can require you to create a custom reporting tool.
The Captivate Quiz Results Analyzer is meant to be the reporting too for such non-LMS solutions...but will it work well for your needs?
