Once again Which Platform? Which version?  It looks like your close on the web page what ever its URL is seem to have a link to System requirements that most likely has the information for both Platforms and the download link will either determine which Platform your currently running and try to download  Photoshop CC version for that platform.  However which Download is not clear there are more then one.  One will download the Creative Cloud Application which you download and install. You then use the Creative Cloud Application to download and install CC products like  Photoshop CC.  There are also Download links that Download a Photoshop CC  installer. Those links download an install package for your platform that will Install Photoshop CC without using the creative cloud  application download manager.  Photoshop CC menu Help>Updates will use Adobe Application Manager like my screen capture shows to Update Photoshop CC. It would be most help if you would identify Which Platform you use and which download you trying to install.  You don't seem willing to provide that information.  This site's usage guide line show this please read.
