So as the Summary says me and a friend designed a website and when we sliced it it came out to be 21 slices! I dont noraly design sites like that...I normaly make a background then the element and place them on top of the background using divs. Now that there are 21 sliced images im not shure it would be practal to use Divs....Im not shure on how i should code this one Help. Please. Thank you.

Well, you'll get a few opinions, but mine is that one big sliced image is
*not* the best or easiest way to create a web page.

If you do want to go this route, just use a layout table with the correct
number of rows and columns. Give it something like a cell padding of 10 so
that the cells are "open" in DW's design view, and insert each image. Then,
change the cell padding (and cell spacing) to Zero. Don't give the table any
height or width (or any of its cells). It should "shrink wrap" around the
          images.

I can't see the point of using CSS positioning for this, when the main point
is accessibility, and a page made of images is not very accessible.

You would use CSS to define the background images for either your table,
              table cells or divs.
