Have you installed the 12.1 update?
What is your exact brand/model graphics adapter (ATI or nVidia or ???)
What is your exact graphics adapter driver version?
Have you gone to the vendor web site to check for a newer driver?
For Windows, do NOT rely on Windows Update to have current driver information
-you need to go direct to the vendor web site and check updates for yourself

Do you have dual graphics adapters?
Go to the Windows Control Panel and select Hardware and Sound and then select Device Manager... In Device manager you click the + sign to the left of Display Adapters... and see if 2 are listed

I downloaded/installed 12.1, rebooted, no change.
I have an Asus S405C laptop, as best i can tell it has an Intel HD 4000 display adapter (vrs. 10.18.10.3308).
After going through both Intel and Asus driver downloads, I got a message that the drivers I have are newer than what Asus has on their website.
Intel has a more recent version, but after downloading gives a message that the driver needs to be from the computer manufacturer.
I only see the Intel adapter, no other (doesn't appear to be dual adapter).
Any ideas after this?

Even though you cannot open the Premiere Elements 12.1 Editor, can you open the Elements Organizer 12.1?

a. Have you looked at the issue with and without the anti-virus disabled?
b. What is your situation for this issue "it worked before but not now" or "it never worked before"?
c. Can you open the program from the .exes file in Program Files?
d. Is your program installed to default location?

I purchased a download of Elements with Premiere Elements. Organizer and Elements are both working fine. This is really the first attempt at using Prem elements 12 since purchased.
I have Elements and Prem ELEments vs. 10 - both work fine.
I followed your blog post - i don't see any entries under ::1 for option 1.
I renamed the SL... folders. Tried to run PE after this, but it said the program needed to be reinstalled, so i did and followed the recommendation to remove preferences during uninstall.
I had to re-sign in but but same results as before.
I did an uninstall/reinstall with avast shields disabled - did not work.
Tried to run the EXE in the PE12 folder - getting the splashscreen for PE with "initializing application" after several minutes i get a Windows error saying the program has stopped working and needs to close.
The program is installed at the default location.
Overall no progress - let me know if there are any additional settings to check or if I missed anything .

Before much more time passes, it might be a good idea to get Adobe involved in this issue via its Adobe Chat. It has the possibility of doing some
remote control troubleshooting that we do not have in this user to user forum. It might be able to follow the video card/graphics card driver issue fuller. Your contact with Adobe Chat does not prohibit us from troubleshooting the issue here as well. It is the expectation that Adobe may have some undocumented troubleshooting that might expedite the matter.

Since you did not mention any messages about Internet connection and resetting the computer clock, I do not think that the following applies to you, but you might take a look at this just in case.
