I most likely already has, since it only shows up once to be accepted or cancelled.
You can change it by going to the iPad Settings/Privacy/Photos
I've been to settings/privacy/photos several times. There are no requests
for access shown. I have uninstalled Photoshop Touch and re-downloaded and
installed the app. Still no request for access to photos.
That's odd. Does this mean that you want to have the request or that you can't see the photos even though you enabled it over the privacy/photos?
If you enable it - it's not necessary to get the request. If you want the request the safest way to get it back is to reset the privacy settings by going to iPad settings/General/Reset/Reset Location & Privacy
I do want Photoshop to request access so I can approve it. The problem is
that under general/privacy/photos there are no apps listed as requesting
access to photos for me to approve.

If you could give me a screen shot of privacy settings/Photos that would be great.
Btw if you really have no apps there that do normally require access to your photos and you don't only have PS touch installed it sounds as if you have a serious problem.
