    Poor Quality Mpeg2 Export

      Hello,

I've kept both Premiere CS6 loaded because of some legacy clients projects still being updated.  However as I am moving everything I can over to CC I have noticed several thing.

      1.  Export setting for the mpeg encoder could not be imported into CC.  I had to put them back in by hand after screen capturing them from CS6 interface.

      2.  Exported setting when set the exact same way in CC as CS6 (I have double checked this several times) look just awful.. almost like the video data rate is not being used and it's locked to a lower rate.  I am seeing microblocking on transitions and moving items and just what looks lower data rate encodes.  Checking the outputted file in VLC the data does match the encode rate.. but it looks like 8mb/s vs 35mb/s cbr.

      3. I have tried almost every way with the exception of moving the data rate up from 35mb/s CBR (required from the TV stations) and nothing makes it better.  Again, this looked great on CS6.

      4. I just did a test on outputting the same commercial at VBR with all setting set to 35mb/s. it looks like what CS6 used to export at CBR 35mb/s.  So, I have to assume something was changed with the mpeg output encoder and it broke the CBR output.

I would be happy to provide examples, footage, timeline for you to recreate the problem.  Can you please take a look into this and provide a fix.

      Thanks!
