What version are you using?
In Photoshop CC,
- Make the TImeline panel visible by choosing Window -Timeline
- Click the [Create Frame Animation] button in the center of the Timeline panel.
- Click the fly-out menu button at the upper-right corner of the Timeline panel and choose Make Frames From Layers.

The feature "make frames from layers" is not an option.
this whole menu is different in my version! I have reinstalled twice and same options are given. I have Timeline open, clicked create frame animation, go to menu icon and click , but my menu shows different options than you are showing. my options start with Go to, then- Spit at Play Head, then- move & trim . The only choices in the menu to pick from are Loop playback, allow frame skipping Show ... , ...ends with Close , Close tab group. Where is the correct menu?? I am using PS CC 2015.5 on my iMac w/ OS X 10.11.6
I am having the exact same issue. "Make Frames from Layers" is not there - neither is that entire menu. I have the truncated menu.
I was talking to adobe support. You need to click on the 'make frames animation' and not the drop down arrow. Then the right menu will show up. To get all your frames into the timeline I found I needed to select all my layers then click make frame animations. Now to figure out how to save it as an animated gif vs psd. ????
