I believe many hyperlinks are not yet supported in EPUB 3 Fixed Layout.
See this document released with InDesign CC 2014 about changes to EPUB since InDesign CC 9.2:
On page 21 are some current limitations of EPUB 3 Fixed Layout. Remember this is version 1 of EPUB 3 Fixed Layout, and this will probably change in future upgrades:
Hyperlinks on Text are not currently supported.
Hyperlinks on PageItems are only supported on Images and only to URL destinations.
Note: Hyperlinks to a Page or Text Anchor are not supported at this time.

the document you referred to says you can add hyperlinked URLS to objects, but I've tried and its now working, how can i add a simple URL link to text in my EPUB3 fixed layout, surely we can have this basic functionality?

Sorry, text hyperlinks are not working in this release for FXL export.
I understand the limitations with the FXL regarding hyperlinks…Can we use hyperlinks with reflowable epubs on objects and or text?
They should work fine currently in reflowable EPUBs.
They will undoubtedly be fixed in the next update for Fixed Layout EPUBs.
Is there a schedule for the next update?

I'm wondering the same: I am making a fixed layout ePub for Amazon Kindle Direct Publishing. The file contains lots of text and some graphics and links to websites. However, when I export the fixed layout ePub, all the hyperlinks die. It seems that this is very common and I couldn't yet find a way around it.
Is there a way to have a fixed layout ePub WITH working hyperlinks, or is this combination not possible with Indesign CC at all?
in my version (ID CC 2014.1) all my text hyperlinks work on my iPad. Am I martian? What's your version?
I'm using InDesign CC 2014 10.2.0.69 Build on a mac, and I got destination hyperlinks to work at one point yesterday, but I can't seem to replicate my success. I'm exporting a fixed-layout .epub via the book feature, and when I export, I get the following error:
External Anchor not found: 2
External Anchor "Page 302 [Inherit Zoom]" at "/Users/XXX/Dropbox/XXX_destination.indd" is missing
External Anchor "U04CH10CR" at "/Users/XXX/Dropbox/XXX_destination.indd" is missing
I thought maybe Dropbox was a factor, but I've tried collecting to my desktop and recreating and reapplying the destination hyperlinks to my buttons, but no luck. As I said, I got it to work on a simplified test file, and an abbreviated version of my layout, yesterday, after hours of trying different things, but trying to recreate that success today has been an 8-hour failure!
Not sure what other info I can offer to clue anyone into what I'm doing wrong but I'd appreciate any ideas at this point. thanks in advance!
Why on earth would Adobe get rid of the "Single Edition" DPS and then tell their clients that the "Closest" option to replace it would be fixed layout EPUB and then not come even close to what single edition was. Am I missing something here???

Perhaps by way of update on this issue, the same exact problem is still happening to me, with the most up-to-date version of Indesign CC (as of February 25, 2016) . It's quite frustrating to have paying customers purchasing our products when we can only provide PDFs and not epub files for them. Interactive PDFs are exporting perfectly for us, but only a small, seemingly random portion of the links in the epub files work properly.
If someone with Adobe, or anyone else would like to tinker with the files I'm referring to, I'm more than happy to share them. It seems we all need a solution.
Phrasing questions correctly in Google can be critical. I've been searching for an answer to this question for several hours. Of course there is no satisfactory answer as Adobe still hasn't fixed the problem in ID CC 2017. What's the point of having an export to a fixed-layout epub if text hyperlinks don't work? As mentioned, there are no problems with external URLs nor bookmarks. If there was an automated way to turn all the text hyperlinks into bookmarks...?
