Are you certain that the latest $9.99 package still includes 20 GB of cloud storage ?. I was under the impression that this was dropped along with the Behance ProSite when the package became permanent last week.

I've seen a couple of sites that say it was dropped from 20GB to 2GB but I've read Adobe Releases New Creative Cloud Photography Plan for $9.99 Per Month on the Photographers bundle and a change in storage isn't mentioned but then again storage isn't mentioned at all.
I suspect that the Photographers membership still brings with it a full Creative Cloud membership which gives 20GB. Users would not be happy with a paltry 2GB in a paid sub and IMO Adobe would be making a huge mistake if that is the case.

I suspect that Adobe are trying to differentiate between the S9.99 PS/LR package and the more expensive $19.99 Photoshop CC single app. For me PS+LR+2GB of storage for $9.99, is still no contest against $19.99 for just PS+20GB of storage+Behance ProSite.

Decided on the Photography Program and still see the 20 GB storage. There were absolutely no hassles with Customer Service canceling the previous plan. In fact being as it was so close to the last $19.99 payment, they simply refunded it. I was then able to sign up for the Photography Program online without any problems.
I have other cloud storage options, so no big deal.
It would be nice to have TypeKit someday.

The discussion point is that several web sites have stated the permanent version has dropped the storage from 20GB to 2GB for the Photographers bundle. Adobe chat just said the same thing to me...of course, they are not always correct.

So it's in how you read it. The Photography Program is here to stay, but after the 12 months, the price can go up or (rarely) down, until Adobe says otherwise.

Good to know, and thanks for the link. I do have one question, though. Your guide says:

Does that mean in perpetuity or do those of us on the promotional program automatically go to 2GB and lose the ProSite when it comes time to renew our subscription?

For Typekit, all Creative Cloud plans (even free-level members) have the ability to sync fonts to your desktop, as well as use up to 2 Typekit fonts on one website...
But the Photography plans – neither the old one nor the new one – don't receive the Typekit Portfolio Plan included, as all other paid Creative Cloud memberships do.
As to the grandfathering, from what we understand it is in perpetuity – i.e., the previous offering that you agreed to will continue so long as your maintain your same original (PS Photography Program) subscription. It could be considered a benefit of being an early adopter of the promotion at the time, although the slightly-revised plan still looks a pretty good deal.

As stated in the original post I have concerns in this regard

If no, is it possible to purchase 12 months membership (or more) in advance without providing Adobe with card/bank details ?. PayPal would be an ideal option for me, as I have already had my personal details stolen from Adobe.
An answer to the third party vendors and payment without card/bank details questions (Paypal etc) would also be appreciate

Monthly and one year prepaid Creative Cloud Photography Plans are now available from Amazon. I was planning to wait until the release of Lightroom 6 before subscribing, but am very tempted by the reduced cost of the £89.99 one year prepaid plan they are now offering here in the UK.
