What computer operating system is your Premiere Elements 9.0/9.0.1 running on? For now, for the details below, I will assume Windows 7, 8, or 8.1 64 bit.
You are experiencing the known Shared Technology installation error syndrome which can hit any version of Premiere Elements on any computer operating system. There is no one fix. Lots of home remedies.
The fix that has worked for me consistently lately is this:
Local Disc C
Program Files (x86)
and in the Adobe Folder is the OOBE Folder. Rename the OOBE Folder from OOBE to OLDOOBE. Close out of there and try for the Premiere Elements 9 installation again. (Do not forget to do the Premiere Elements 9.0.1 Update after you have finished the Premiere Elements 9 installation.)

I am running windows vista 32 bit and I have had no problem with installing the above mentioned software before. I am wondering if the software has maybe become unstable or corrupt. I will TRY your suggestions if I can understand them as soon as I try the stuff I am doing from the adobe site(install from desktop). This happened by the way after the last windows update.
I have been through the same drill that you are now going through. You can see the details of that in the thread (one of many of its kind) on Shared Technologies. At one time, I thought that the answer was to use an external DVD burner with a USB 3 connection for the Premiere Elements install. But, of late, the one that works for me (last two or three times) involves renaming the OOBE Folder. It may or may not work for you. And, it does not matter if you were able to install the program at a prior time.
Please let me know if you can find the OOBE on Windows Vista 32 bit. I am not sure if the path will follow the Windows XP route or the Windows 7 route. The route that I gave you to the OOBE Folder is for Windows 7, 8, or 8.1 64 bit.
The Shared Technologies installation error is a very frustrating one with no one answer for all.
