Let Printer Determine Colors is only available for Postscript devices....
Sounds reasonably. Could it be confirmed by someone with Postscript device connected?
However, unlike ID, Photoshop allows non-Postscript printer to manage colors.
Apps under the cap of 'suite' shouldn't act that differently, imo.
I can set printer determines colors for my postscript printer, not my PCL. As far as opinions, you're certainly entitled to one, but it doesn't have any effect on reality.

Photoshop is different, you are printing a single bitmap image, while an InDesign page can have many different kinds of objects.
iProof's PowerRIP vs. Epson's driver. FWIW I gave up on Epson's driver years ago mostly because the variables in the driver's Printer... dialog, that affect color were overwhelming
Thank you for all the input.
I guess it is a limitation of the Epson printer/driver. I have an Epson 3880 which allows this option (Let Printer decide), but the Workforce 7110 does not.
I'll try saving out to PDF and see if Preview/Acrobat can do what I need which is to let the 7110's internal driver optimize the color.
I'm not trying to make super accurate proofs, just need layouts for a book with reasonable color on quality office paper.
