When you import an audio or video file a group is created for you. You can import media with the same name(videosample.ogv; videosample.mp4) to this group for ensuring browser compatibility. The corresponding format will be chosen depending on the browser that loads the composition.
Regarding WebM format - You can also add a webm file in your composition;However since this is a royalty format, Animate will not show a live preview inside the Authoring tool. If you browser supports this then it will definitely play fine on browser preview.

And yes you have pre-load options for HTML5 Video too, however progressive download is not available. You will need to use scripting using JS for getting this functionality.

Is there also a way to force 100% height and width at all times? on a stage that is 100% width and height with the div holding the video also 100% width & height?
I seem to be seeing large spaces to the left and right so the video isnt filling the div 100% width and height...
How big is your video size?
How big is the DIV that you are putting it in?
As much information as possible, will assist in us helping you to solve your issue.
I said the sizes ....they are a 100%
Stage = 100% width and height
Div = 100% width and height
Video = 1920 x 1080
When you use transforms on the video element, it will still maintain the aspect ratio. You will not be able to distort that.
You will either need to make your stage size according to the aspect ratio of the video or you will need to export the video with the width and height ratio's that matches the stage.
