What version of Premiere Elements are you using and on what computer operating system is it running?
When you were in the Edit area of the program, did you work with the Safe Margins on?
What was your export product - burn to disc DVD-VIDEO on DVD disc?
With TV viewing there is the Overscan issue with which to deal at playback of your assumed DVD-VIDEO on DVD disc.
If you have used the Safe Margins in the Edit area and still have the TV viewing issue of cut offs, then you
can adjust the Safe Margins in Edit Menu/Project Settings/General. The defaults there are:
- Title Safe Area 20% horizontal 20% vertical
- Action Safe Area 10% horizontal 10% vertical
Please supply details so that we can fine tune the reply.
Thanks for your response. I'm using windows 7 and i have adobe premiere elements 10. Honestly, I did not work with the safe margins on. This is the first time I used alot of visual effects so I wasn't even aware of them (safe margins). My export product was to DVD and viewing on my pc to upload to youtube etc. If you change the safe margins to a larger percentage, will the previous added effects be included in the finalization of the export without being skewed?

The Safety Margins are related to TV overscan and viewing of your DVD-VIDEO on DVD disc on TV.
A file that you create to upload to YouTube either from within the program or at the YouTube web site should
not be affected by this Overscan.
Please give us a little bit more information on what you are doing....
a. Share/Disc/DVD disc and then playing back the finished DVD-VIDEO on DVD disc using one of the computer players? You should not
be seeing cut offs.
b. How are you obtaining the upload to YouTube - what export settings are you using for that if you are going Share/Computer/
or Share/Online/YouTube? You should not be seeing cut offs.
c. It is only when you play your DVD-VIDEO on DVD on TV that you should see cutoffs if you went beyond the Safe Margins
inner rectangle for Titles. The outer rectangle is for Action.
If you ae seeing otherwise, the problem is probably not TV overscan and the Safe Margins, but perhaps a problem with the
If you have a real TV overscan issue, I would suggest, instead of adjusting the Safety Margins, you consider going back into
the Edit area of the project and moving the text into the Safe Margin rectangle for text.
Please review and then we can decide what of the above applies to your situation and which does not. We may have to get
into project presets, properties of the sources media and the like if some where the project settings are not correct.

I usually go to "Share: export files for viewing on this computer or burning. I then choose save as mpeg." After its done saving/rendering/finalizing, I go play the file to see if it came out correctly. This time the visual effects are skewed and off screen. (I've done this previously before with other projects without any issues. I've been able upload the files to YouTube and burn on dvd with no problems.)
I haven't tried uploading or burning from the "share tab" b/c i normally choose "Share: export files for viewing on this computer or burning" like I previously mentioned.

Safe margins do not seem to be the issue here if all we are dealing with is the playback of an mpeg export in one of the computer players.
If you were able to see all of the Timeline content in the Edit area monitor without cut offs before export, then you should not be seeing cut offs in the playback of the export, unless....
Let us look at the project set up and export settings specifically to get at the "unless" part...
a. What did you select as the project preset in the new project dialog when you started the project?
b. Can you confirm that nothing was cut off in the view of the Timeline content immediately before export?
c. What were your setting in Share...Share/Computer/MPEG and what did you set for Presets? Did you click on
the Advanced Button and go to the Video and Audio Tabs to customize the export settings or did you accept
the Adobe defaults for the preset that you selected?
Now there is a remote type of question best not left unanswered....what video card/graphics card does your computer use for your Premiere Elements 10 video editing? NVIDIA Ge Force card by any chance?

a- When I started the project I used the default settings. I didn't change anything from the project dialog.
b- Yes, I can confirm that when I'm in edit mode all of my effects are in place. Everything in the time line is fine.
c- When I go to export the file, i just use the default settings.
I have a ATI Radeon HD 6770 graphics card.

The good news was that your Premiere Elements 10 is not on a computer that uses a NVIDIA GeForce video card/graphics card. So, we will put a video card/graphics card focus on hold for now.
If you say that you used the default settings for the project preset when you started your new project, that means that your project preset must have been
which represents 720 x 480 4:3 @ 29.97 interlaced frames per second.
I do not think that you have mentioned yet what the properties were for your source video for this project. Do you have that information or can you give us the brand/model/settings of the camera of that recorded that video so that we can look for the needed information online?
But, right now, I need for you to post the following information about your Premiere Elements export.
Share/Computer/MPEG...then what did you select for Presets? Did you change any of the export settings under the
Advanced Button/Video Tab of the preset that you selected or did you just use the defaults for that preset?
If you could post the requested information, it would be a be help to moving forward to a resolution of the issue.
After I chose Share/Computer/MPEG: I kept the settings at default. I didn't touch anything else (no advanced settings).
I have a Canon Rebel T3i. I used the default settings.
