What computer operating system is your Premiere Elements 11 running on?
If Mac, is your Premiere Elements 11 = Adobe Premiere Elements 11 Editor purchased from the Mac App Store?
You might want to uninstall, do ccleaner run through to get rid of leftovers from incomplete installs and uninstalls, and then
reinstall with antivirus and firewall disabled.
Let us start here and then decide what next. I am suspecting error in the installation process.
My operating system is windows 7.
I have reinstalled Adobe Premiere Elements and done the CCleaner and now the program will open but crashes moments later.
Any help with this matter would be appreciated.

Thanks for the update. So, Error 6 is gone. Good.
Double check to determine if the problem exists with or without the antivirus disabled. If that does not help the matter....
Let us try this...
Local Disk C
and in the 11.0 Folder is the Adobe Premiere Elements Pref file that you delete. If that does not work, then you delete the whole 11.0 Folder in which the Adobe Premiere Elements Prefs file exists. Be sure to be working with Folder Option Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.
Please review and consider and then we can decide the next troubleshooting strategy if necessary.
