1. Check system requirements. Should be listed somewhere near the place you downloaded from.
2. Try Adobe CS Cleaner tool. Find it on Adobe's pages using the search function.
3. Try to install it to another partition on your harddrive.
Uninstalling may have caused the time limit to expire. Using System Restore on Windows might remove any traces of the program and let you reinstall, but I'm not certain, and I have no idea how to do the same on Mac, though Time Machine might work.
The installers are buggy and seem to fail to set the user permissions correctly on the preference folders, preventing ID from starting. If you get the program installed again and it still doesn't launch, there are instructions for setting the permissions on Mac at Cant launch new inDesign CC | Adobe Community and the process would be similar on PC.
