MP4 and ogv formats are supported inside the Animate authoring environment - ie you can see the live preview on stage when scrubbing the timeline. webm can be imported but you will not be able to see live preview on stage. The warning is because this format is not supported in authoring. However you can view the content in the browser that supports webm format.
Ok, thanks for your answer. its clear. I have downloaded the VLC player and I cant see how to export it to ogv.
ogg it is in the list, but this is audio.

Maybe a moot point now, but if you look at your second screenshot showing the Library panel, you'll see that your mp4 & webm files are grouped together. This is default behavior when you import video files that have the same name but different file formats. If your files don't have the same name, you can still group them manually by dragging/dropping the differently-named video file into the desired video group in the Library.
