After Effecte can't launch because of a missing file ( '/Users/Username/Library/Preferences/Adobe/After Effects/13.0/dummy') What is it ?

OK, I worked it out. Basically, changing permissions by default only affects the folder itself, not it's contents. You can open up the advanced tab and select apply to enclosing items (or something like that, working from memory). That, or you can just apply it to the very folder (13.0 in this case). That worked for me.
