The TWIRL brush within the LIQUEFY filter has been broken on Macs for some time. It will not twirl properly using the built-in v-ram. Instead one must deactivate the v-ram by holding down the OPTION key and then selecting LIQUEFY. I just updated to PS CC (2014) and see that the problem still exists. Is Adobe aware of this problem? I use that brush daily and find this very tedious and slow to work-around.
You don’t make a very good case in my opinion. (No exact versions for Photoshop or OS, no hardware specifications, …)

In a quick test I failed to notice a significant difference.
If you should be able to ascertained that there is a bug indeed you may want to look for a bug report to add your support to over at
or start a new one.
FWIW, the filter is fixed in PS CC 2014. It's repeatably broken in PSCC but saved in the new version. Now I don't have to spend time making cases and can get back to work.
