Do you have the Trial installed ?
If yes, then try logging out & log back in of the CC desktop app, or you can uninstall the trial & re install from adobe.com link.
Do let me know if the issue still persists.

In the end I asked the Russian Adobe Support and they helped me.

I have the same problem - I have describe for one year LR/PS and had 20 GB on storage.
I install Creative Cloud on my second Mac and now I have 2 GB on storage?
No I have not install a trail.....
Has someone a solution for my problem....

You have the Creative Cloud Photography plan Student and Teacher Edition (one-year), the storage space is 2GB for this CCPP.
Are you facing any issue in installing this., please let us know.

It seems this is only 2GB on the sever, I thought I had seen yet 20GB, but apparently I will not have been paying attention.
I have LR back installed over the existing LR on my Mac and it looks everything is back ok ...
