Just some clarification questions before I offer my comments and suggestions...
Main shot - Is your DV data capture firewire 4:3 or 16:9?
b roll DVD disc - Is your that data 720 x 480 16:9 at 29.97 interlaced frames per second?
AVCHD - is that interlaced or progressive frame rate?

DVD disk seem to be 4:3 when I watch the playback (although I thought the camera was set to 16:9)
AVCHD - I don't know, I want to say interlaced. Is there a way to find out? I no longer have the camcorder, just the SD card with the source footage.
The more I read about the settings, the more I knew I had a mess on my hand.s

Thanks for the reply. Hope the following devious maneuver is a quick way to get at interlaced or progressive.
Start a new project for this...
Import your AVCHD to Expert workspace/Project Assets and drag it to the Timeline. Immediately go to Publish+Share/Computer/AVCHD and set Presets = MP4 - H.264 1920 x 1080p30. Then go to Advanced Button/Video Tab. At the top of the Video Tab content is a Summary. Look to where it describes the Source.
If you see Upper or Lower among the details, then we have interlaced video Otherwise it should list Progressive.
With the DVD disk with the 4:3 that would be expected to be 16:9....Import one of the files from that disc into the project. When the file is in Project Assets, right click it, and select Properties. In Properties, what does it show for pixel aspect ratio?
Let see if any of that got us the information wanted.

I did not see your latest post until I had posted mine.
Based on Canon DVD Camcorder DV210, I am assuming that you have MPEG2.vob representing ripped video files for DVD-VIDEO on DVD disc - 720 x 480 16:9 @ 29.97 interlaced frames per second. Is that in sync with what you are observing?
Please review my suggestions for getting the additional information and give us your latest details on the matter.

I road tested this in Premiere Elements 10 Windows 7 64 bit, and it seems to work fine. In this instance, I used the cut out clips technique.

Video 3 is at 133.5% (constrain proportions is checked). What I have noticed is that images in Video 3 are tall and thin. When you suggested to scale so the image just fills monitor space did you anticipate a proportional enlargement. I tried to just scale the width at 133.5% and now images seem short and wide. Is there some "happy medium" that you can suggest for scaling the 4:3 image to fit the 16:9 size? Thanks.

Please review since I am not sure how you obtained Video 3 tall when you scaled Video 3 with Constrain Proportions in effect.
Before

It becomes a zoomed in effect to get rid of the black borders. But, there is no tall and thin involved anywhere.
And, after the Scale increase, you can always click on the screen and move the image around a bit
(without overdoing it to get black borders again).

VDRAVES Oct 14, 2014 9:59 AM (in response to A.T. Romano)Not sure why yours works by stretching and mine doesn't. My original Video 3 also looks stretched. I did some more "clicking" and found the Interpret Footage screen (right click on media item). Original footage PAR was D1/DV NTSC (0.9191). I set it to conform to D1/DV NTSC Widescreen 16:9 (1.2121) and it looks normal (no more tall skinny people). No stretching needed and it fits full screen. I tried similar conform option with the Video 2 (AVCHD) and it looked awful so stretching to 103% is the correct way to go for that footage.

Details given for Premiere Elements 10 NTSC DV Widescreen project
1. If you have Constrain Proportions enabled in Premiere Elements 10 Properties/Motion Panel expanded and if you scale the 4:3 image in the Edit area monitor or in Properties/Motion Panel Scale property to have the 4:3 fit the 16:9 space, you do not get skinny people. You get a zoomed in image. Is there any chance that you were working with Constrain Proportions disabled.
2. Interpret Footage is always an option. But in this case, you still do not get a perfect fit. You end up having to scale the image to get rid of black borders to the left and right of the image.
Please review and consider.

2. Interpret Footage did give me a perfect fit. There are no black borders and Motion Position Scale is at 100%.
The source file that I pulled into PrE10 also appears "tall and skinny" so perhaps the original download from the camcorder is the problem. I don't remember the settings I used (downloaded via Roxio software on a Vista PC and then copied to my W8 computer that contains PrE10).

Great news "project is finished". Great job.
From our previous discussions, you will be burning your Timeline to DVD disc with preset = NTSC_Widescreen_Dolby DVD? Is that correct?
If you want a non disc version of the DVD-VIDEO, you could take the Timeline content through a burn to folder to obtain the saved folder containing
the OpenDVD Folder and VIDEO_TS Folder. Your resource is the VIDEO_TS folder in this case. Or, if you wanted, you could use the Phantom Burn in conjunction with Premiere Elements 10 to produce a DVD-VIDEO ISO Image saved to the computer hard drive. Each of those would give you Timeline content plus menus. Each could later be taken to a DVD disc with 3rd party software such as ImgBurn.

I will want to make additional copies (after Thanksgiving). So can I do that with a trimmed archive version or do I need to keep the original in place? Making additional copies is the reason I thought I should burn a copy to a file.

Even though the Phantom Burner Premiere Elements blog posts mentions 12, the information in it for the DVD ISO Image is applicable to version 10.
The Project Archiver/Archive Project option has not worked as advertized for versions 9.0/9.0.1, 10, 11, or 12. It appears to be working as intended to create a new trimmed project in version 13. Be that as it may, if you decide to use the safety net of an archived project, I would use File Menu/Project Archiver/Copy Project Option to get the Copied Folder with all you need (copy of project file and copies of source media and other project assets).
You can make copies of the first product using the exact copy feature of the burn software that came with your DVD CD burner. Probably quickest way and should give excellent results. You could also open the original project and do additional burn to disc (individually or with the copies option in the burn dialog - often I have found that problematic after the first copy but worth a try).
There are lots of ways including burning to folder and then taking the VIDEO_TS of the saved folder into ImgBurn for DVD-VIDEO on DVD disc with copies.
For me, I would do as said and get my copies from the exact copy feature of the burn software that came with my DVD CD burner.
