I am guessing this related to the memory of system and it may be affecting this option. I am taking a course through school. Thank you in advance for taking the time to help.
There is not an error message or anything. I found out following directions of an assignment. I choose a layer click "filter" point to "render" then click "flashlight". At this point workspace adapts and the lighting Affects option bar should appear and i can select from presets and other options on this bar. That particular option bar never appears.
I am having trouble with screen shot. I will check in soon with other info.
