straighten horizon in raw

I see Crop (C) and Straighten (A) icons in my ACR 8.5 plug-in toolbar:

Perhaps your looking at Filter>Camera Raw Filter instead of the camera raw dialog when opening a camera raw file into photoshop?

Interesting, never noticed the difference before.

File>Open to access the camera raw dialog box when selecting a raw file.

Tell us what you're doing, click-by-click, key-by-key, so we don't have to guess, or show us a screenshot of the camera raw dialog/panel/filter/whatever that you're expecting to see the crop and/or level tools in.

Camera raw can open the folowing formats:cr2 (canon) or NEF (Nikon), jpg, png or tiff. (png is available in version CC or newer only)

To open the jpg, png or tiff in camera raw using the File>Open As method you must choose camera raw in the file type drop down dialog.

A raw file or jpg can also be opened by dragging the file into photoshop's document area. (if the option has been set in camera raw's preferences for jpg only {Tiff files are not opening in camera raw using this method due to a bug in photoshop CC 2014} )

And then there is Bridge each of the above formats can be in the camera raw dialog box by selecting the file then pressing ctrl-r(widows) or cmd-r(mac).

That is not Camera RAW, that is Photoshop RAW (aka bytes without a header).

Some time you need to scroll up the list, I have seen the top of the list hidden from view. You should be able to use your mouse wheel or up arrow.
