In the HSL/Color/B&W panel there is a small circle with arrows in the upper left hand corner. Lets say I'm in B&W and click it. My cursor turns into a cross with the same circle and arrow icon. Let's say I hover over the sky in my photo. When I glide my finger over the mouse the black and white tones change the blue value for the whole image, not the sky alone. If I deselect that icon (so that my curser is back to normal) and slide the blue slider it affects the image in exactly the same way.

I watched this video and around the 4:12 mark he talks about selecting that target button and adjusting what the cursor is over. Work with B&W adjustments | Adobe Photoshop Lightroom tutorials

This is not working in my images.

Question 1: Generally speaking, how can I use that target button to adjust my photos?

Question2: What am I doing wrong, or how can I trouble shoot when it's not doing like I want as in the example above?

      Thank you,
