I am trying to make it look like an actor got hit by a flying sandal, but the problem is I have two separate videos. One of my actor pretending to be hit by the object, and the other of the object flying through the relative area of where it would hit the actor (same shot and setting)
So is there a way I could cut out the flying sandal from video 1 and put it into video 2 to make it look like it actually hit the actor?

It is called rotoscope. Depending on the shot the RotoBrush tool in AE may be up to the task. You will have to look at some tutorials and read the help files on masking, RotoBrush and then compositing. If the camera is locked down for both shots then this might be much easier. If the camera is hand held or moving then you'll probably also need to do some tracking.
