What computer operating system is your Premiere Elements 11 running on? Please keep antivirus and firewall disabled when working with all the installation files.
Where are you getting the installation files for these reinstalls? Are you working from purchased installation files from an online download from Adobe or
from purchased installation discs.
We will be watching for further details to help us help you. Depending on your details, I will probably suggest uninstall from Control Panel, free ccleaner run through (regular cleaner and registry cleaner parts), reinstall with antivirus and firewall disabled.

The first thing that is of concern is the 2 GB of installed RAM. But, that should be enough to get at least Premiere Elements 7 installed.
When you started the reinstall of the program, did you do so with the antivirus and firewall(s) disabled? The typical scheme would be
a. uninstall (Control Panel route)
b. ccleaner run through (regular cleaner and registry cleaner parts)
c. reinstall with antivirus and firewall(s) disabled.
What was your source for the Adobe Application Manager? Have you confirmed that your Premiere Elements 7 is installed or not via its presence or absence in Control Panel/Programs?

then in the Adobe Folder is the OOBE Folder. Rename the OOBE Folder from OOBE to OLDOOBE.
Does the issue disappear?
We could also look at deleting the Adobe Premiere Elements Prefs file and the whole 7.0 Folder in which the Adobe Premiere Elements Prefs file exists.

and in the 7.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then you delete the whole 7.0 Folder in which it exists.
Be sure to be working with Folder Option Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.
Please review and consider and then we will decide what next accordingly.
Following your suggestions apparently the problem was solved, I hope not have more conflict with the software Adobe premiere elements 11.

all of it... to be honest I did each of your suggestions, I don't know enought of computer systems but I think the c-cleaner software is the problem..

- Adobe Application Manager is needed to start your trial. why do y need the aplication to star my trial if I but the software, maybe all this files are in disc.
The Adobe Application Manager is required as one of the two files needed for product installation for an online tryout and/or purchase.
It is my understanding that it is important even after that for updating and "perpetual licensing" matters of all Adobe products.
Updating the Adobe Application Manager was my answer for a failed installed product (Premiere Elements 12) as mentioned in the
Before, did you update the Adobe Application Manager from the link that I provided in the blog post or another?
If you have not already, I would try to update the Adobe Application Manager rather than a strict uninstall reinstall and then
determine if that corrects the situation.

Adobe elements premier ask me again to registred with the serial number and I did it.
and I update application manager so...
I'll tell you if we were successful, I have to do some tests such as turning off the pc restart again open the program close.
