Please check into the details of the Premiere Elements 12 Pan and Zoom Tool. I think that you may be overlooking your opportunities for what you want with that tool, namely, the "Hold" set and the "Pan Time" set and combination there of.

I just found out what I had to do to get what I want - basically cut the clip into two or more parts then add the pan and zoom effects to my liking on each clip. I guess the way in going about to do this was strange to me. I just came over from Camtasia Studio 8 and that program does it in a way that I'm used to.
