Always good to give the computer operating system on which your Premiere Elements is running. But....
I am going to take wild guess on where you are coming from on this.
Are you an former Premiere Elements 7 Windows user? In Premiere Elements 7, the user can use File Menu/Export/Movie for exports as well as do exports in the Share area. Not so since those days. In later versions, all the exporting is done all in the Share area (now called Publish+Share in versions 11 and 12)
Now in Premiere Elements 12 Expert workspace File Menu/Export all you can do is save a title.
If you want to export your Timeline content to a .wmv file in Premiere Elements 12, then
Publish+Share/Computer/Windows Media and select the appropriate preset. And, if necessary, customize the preset under the Advanced Button/Video Tab and Audio Tab of the preset.
But there is a bit of a pitfall for many....many users see only 3 categories under Publish+Share/Computer, namely Adobe Flash Video, MPEG, and AVCHD and do not realize there are more choices including Windows Media which is toward the bottom of the list. To get there, you use the thin scroll bar to the right of the list of choices.
