Yes, you can still purchase a perpetual license for CS6.
Just bear in mind that it's superseded (2 years out of date and counting) and no longer updated but it's still there for those who want it. It'll just slowly wither on the vine as time passes.
However, Dreamweaver CC and CC 2014 are both subscription only.
Thanks John, for pointing me to a good place to start buying Dreamweaver CS6. However, in the buying options window, Platform: brings up Windows, and Quantity: 2. I'm on the Mac and want only one. I don't see a place to change those default entries. Very disappointing, but not surprising by now. Adobe is hellbent on pushing cloud bundles, but I will not buy stuff I don't need, even if they tell me a thousand times I do.
I assure you, CS6 can be purchased for either Win or Mac & it is distributed by digital download. No more disks. If you're having trouble, try using a different browser. Some parts of the Adobe site seem to only work right with Chrome.
To add to Nancy's point, also make sure you turn off any ad-blocker or tracking-blocker browser add-on while working in Adobe's sites.
Having those enabled completely cripples Firefox and Chrome until I pause them.
