Try it manually... All Adobe updates start here and select product, read to see if you need to install updates in number order, or if the updates are cumulative for the individual product http://www.adobe.com/downloads/updates/
I am not sure what John has in mind with the update list that he offered you, but Premiere Elements 12 does not offer you a choice of updates via a download from Adobe. You can obtain them only from the project's Help Menu/Updates.

The Help Menu/Update is also for Camera Raw. The latest Camera Raw update is 8.5.

But remember, installation of the Camera Raw plugin in Premiere Elements allows you only to import .raw and .dng images. You need Photoshop Elements 12 in order to be able to open the Camera Raw dialog for image editing.

Depending on your results
a. Have you cleared the browser Advanced/Network/"Cached Web Content"?
b. Have you turned off your router for 30 to 45 seconds?

I shut down the laptop, switched off the router for 10 minutes, switched everything back on again and BINGO! the update ran perfectly.
Thanks for the help John, tried the manual option but the last update available was v10 in 2011. Looks like everything goes through the Adobe Application Manager now.
