•You MUST use an account with Administrator Privileges to run Premiere Elements
•(Doing Run as Administrator http://forums.adobe.com/thread/969395 [says Encore and also for "All" versions of Premiere] will sometimes fix "odd" errors)
•What version of Premiere Elements? Include the minor version number (e.g., Premiere Elements 12 with the 12.0.1 update).
•What operating system? This should include specific minor version numbers, like "Mac OSX v10.6.8"---not just "Mac"
•Has this ever worked before? If so, do you recall any changes you made to Premiere Elements, such as adding Plug-ins, brushes, etc.? Did you make any changes to your system, such as updating hardware, printers or drivers; or installing/uninstalling any programs?
•Have you installed any recent program or OS updates? (If not, you should. They fix a lot of problems.)
•What kind(s) of image file(s)? When talking about camera raw files, include the model of camera.
•If you are getting error message(s), what is the full text of the error message(s)?
•What were you doing when the problem occurred?
•What other software are you running?
•Tell us about your computer hardware. How much RAM is installed? How much free space is on your system (C:) drive?
And some other questions...
•What are you editing, and does your video have a red line over it BEFORE you do any work?
•Which version of Quicktime do you have installed?
You question is not being addressed. There is no telephone contact that we can point you to. Adobe help for current version is channeled through its Adobe Chat which has been down for the past week for Downloading, Installing, and Setting Up "live" online Adobe Chat. At this time, if you get to that area online, it directs you to Ask Community. A few Adobe Chat opportunities are available if you route yourself through Activation or Purchase/Orders.
All that being said, right now we who are not Adobe (just user to user) will try to help you. But we cannot without details.
I can cut through the trees to customize a reply for your issue. But, we need to know the nature of your problem, including and starting with what version of Premiere Elements you are using and the computer operating system on which it is running.
I work with Premiere Elements versions all the time (hands on) and am prepared to give you Premiere Elements answers for Premiere Elements questions in a customized style.

I was finally able to contact Adobe on my computer this morning but am still awaiting their solution. In the meantime I have a MAC OSX
and a Kodak All in One Printer/Scanner Workforce 6.1 I am techinically challenged so sometimes the solutions that people give me are so far over my head. All I want to do is to be able to import photos/documents from my scanner into my computer. I was able to do it with my old computer and scanner, but not so much now. Thanks so much for your reply.

Was that with PREMIERE Elements, or PHOTOSHOP Elements?
It does not matter if you are using Photoshop Elements or Premiere Elements. These are standalone programs, and each come with its own Elements Organizer. And, there is an opportunity to scan into the Elements Organizer from your scanner. See Elements Organizer workspace File Menu/Get Photos and Videos/From Scanner.
Often the success of this depends on the placement of what is called the Twain component.
