I suspect that this is a matter only Adobe can handle or the people at the place of purchase.
Please try to contact Adobe via its Adobe Chat under the header of "Adobe ID, sign in, and account help".
I have set the link to open to the Adobe Chat choice. I am not sure if the link will hold the set. If not, you will have
to navigate to Premiere Elements and the "Adobe ID, sign in, and account help" choice. You should end up
with a web page with the Adobe Chat to click on.
Adobe Chat links for many of the topics have not been working for over a week. Many of them bounce back to
Ask the Community. As of this moment, the above path seems "doable"
