I don't know what the thing you want to make looks like, so it's hard to say what program would work best. InDesign is a page-layout application that emulates page creation from the paste-up era with digital versions of blocks of type with imported images and some amount of InDesign-created vector images. If you want more control of vector art, Illustrator offers more capabilities. If you want to edit or create pixel-based (raster art) images, you want Photoshop.
