You need to create vector artwork to create and adapt/resize/edit barcodes properly.
You may have a look at the Illustrator forum where we have quite a few threads about different aspects of the subject.
You may type in barcode in the box called Type to filter by text and wait for the relevant ones to turn up. I have done it here:

I am having trouble with scaling strokes in Illustrator CC 2014.

jdanek Jul 22, 2014 6:38 PM (in response to mayhemjane)You mentioned that the file was supplied in Illustrator format, as well as a .jpg file, correct? If you prefer to use the .jpg file, just use the Scale tool..
and use whatever size it is now to determine the amount of scaling ( or reduction in size ) you need to apply to get the .jpg to fit. You do the same operation with an .ai file. You need to be careful that the image will be scanned by cashiers and does not "fill-in" when reduced. Proceed with caution.

Willi Adelberger Jul 25, 2014 3:05 AM (in response to mayhemjane)There exists a bunch of bar code generators which a producing barcodes as vectors, choose one of them. AI would be good, if it would not contain a rasterized image.
Take care that the barcode is only in 100% black and not in RGB or 4c-black!
From which program do you want to print to Zweckform-Avery Labels?
