Non-destructive text background image in InDesign

I don't run into this problem much, but I am looking for a non destructive way to drop images in text. I know that I can outline text and then place an image, but while I am working through various headlines in a document, I'm hoping that I can easily go back into the document and edit the text later on.

      (to help visualize)

you use a texture background on your cover

you want to open the booklet and have that texture in a bold font background (univers -ultra condensed) for the main headlines and any other headlines later in the booklet

How do you do that, but allow easy edits if the headlines change later on in approval process?
