What version of Premiere Elements and on what computer operating system is it running?
Nonetheless, you cannot open a Premiere Elements project file (project.prel) in another Premiere Elements project file (project.prel).
Is that what you are trying to do? Or, are you just trying to open an project file (project.prel) that you have created and saved/closed?
If the latter, how are you opening the project file?

It is Premiere Elements 11 and I am operating on a Dell laptop I am trying to open a project file that I have saved.

Is this a type of issue where "it worked before but not now" or "it never worked before"?
Please excuse the questions, but I do not want to take anything for granted. There are several ways to open a saved closed project.
For now I am assuming it is not a damaged project.
Open Premiere Elements 11 to Expert workspace, go to File Menu/Open Project. In the Open Project dialog, the Look In: at the top should show 11.0 Folder
(provided the project file was saved to the default location Libraries/Documents/Adobe/Premiere Elements/11.0).
In the choices below in that dialog, you double click the name of your project file.
Open Premiere Elements 11 to Welcome Screen where you click on Video Editor/Existing Project/name of your saved closed project.
Which one of those ways are you using?
Since it is classic that you cannot open a project file in another project file, I am suspecting that the steps that you are taking are doing just that.
But, the answers will be in the details. Let us see.
