Are you talking about redemption code and serial numbers. If so, please use the following link to contact Adobe.

Can you get your computer with Premiere Elements to where you are now with an Internet connection just to activate the program? In the beginning, you may need an Internet connection for more than just activating the program. There are some features that will pop up an activation message when you use them for the first time - back to the Internet connection.
That no Internet connection to activate Premiere Elements issue that you present needs to be answered by only Adobe. And, we are not Adobe here. Just user to user.
If you already have a case number with Adobe for this matter, then contact Adobe as you did before, using that case number to sort through the rest of the details. Otherwise try the Adobe Chat link in the Redemption Code document.

Staples "fixed" the computer so that it cannot connect to the internet and for some reason they were unable to undo it, even though they were able to undo it on another computer. For now, I have not had any other need for an internet connection.
It's not the redemption code (that was fine). It's actually the activation portion that you have to do in seven days or Adobe will lock up. It's under sign in where it says "Having troubles connecting to the internet?"
I think that either of the two following blog posts may have the answer to your situation, but you typically need an Internet connect.
At this point, Adobe is the answer. In certain instances, it can offer remote control of your computer troubleshooting whereas we as (user to user)
in these forums cannot.

As far as I know, there is NO way to activate any modern software without access to the Internet
If you can't get your Internet working, you should consider taking the software back for a refund
