I just found out that, it works if we dont have a scale animation with rotation animation.
Is it a limitation? any thoughts or helpw?

The issue is because of Chrome now recognizes the transform-origin as the preferred method for the browser, rather than the more specific vendor prefixed property value "-webkit-".

Actually , there are a few workarounds stated but we wouldn't recommend you to follow them because it might lead to undesirable results.
I am using edgeanimate3, what if I compile in edgeanimate version 4(2014) ? Will that fix?

No Phyle , that will not solve the problem. This is a change in the Chrome browser. We are currently investigating the problem.
