Watch a basic motion tracking tutorial.
This question shows me that you do not understand any of the basic concepts that are required to do animation using After Effects. Start here: How to add effects, motion graphics in After Effects | Adobe After Effects CC tutorials
After you spend 15 minutes getting a general idea of how to set keyframes and know how to render a file that is usable, look for tutorials on motion tracking. You need to track scale rotation and position and then apply that to your artwork. The only thing you can expect from a user forum is a nudge in the right direction. No one has the time to create a complete tutorial for you that will take you from zero knowledge to a finished product in a paragraph.
with all do respect i disagree with you i do have knowledge about keyframes and some basic knowledge of AE i did many projects but all im asking is how to track a scale i tried to check the motion tracking scale box which added another box to the position but i didn't know what to do with it....ill be grateful if you can direct me to a tutorial that covers this part

I did not mean to offend. From your post did not appear you very much experience. Best technique to use depends entirely upon your Shot. There are hundreds if not thousands of ways to approach the problem. Without a very detailed explanation of exactly what is happening in the scene I don't know what to suggest.
here are some questions that need to be answered:
Is the camera moving?
Is the subject moving in the Shot?
Is the subject walking toward the camera for away from the camera?
Does the subject turn around?
To track rotation and scale you just need to put a tracker on each end of something that rotates and changes scale. If your subject is moving toward the camera or away from the camera then you might consider using Corner Pin tracking or trying to use Mocha. Even a still frame with a little explanation of your Shot would help us a lot in figuring out the best approach.
I don't think i am allowed to post links here but to cut a long story short i am editing the colombia movie intro so the camera is zooming out away from a torch then a lady face appears then her complete body then it becomes still so adding a cap on her head was easy using the motion tracker but the scale i added the scale tracker but didn't know how to use it so i just put it on her face but as the video progressed it didnt scale down the tracker leaving me with no useful data to parent the vector layer to the null object

I Get it now. You are trying to put a cap on the lady in the Colombia Pictures open. You can put one tracker on the left eye, the other on the right or one on the top of her head and one on her chin. Apply the scale and tracker to a null then make the null the parent of the cap.
