We currently already have licences. Are you referring to the tools that are included within that package??
sorry, maybe I don't understand you in the right way and so let me ask this:Is it necessary, that your users cannot get full administrator rights for this software? To my knowledge you can regulate this in the moment of the installation.

In both cases I would - if necessary and for further questions - click through http://helpx.adobe.com/contact.html and if "open" please use chat, I had the best experiences. I quote from Preran: The chat button is activated as soon as there is an agent available to help.
Users at my company are having a similar issue. We ended having to remove them from the domain to get them up and running. Not a problem for windows users and seems to be an issue with Mavericks. We have even tried giving users full root access on their domain accounts with no success.
Is adobe trying to address this?
